CLM Delivery Partner explains CDM coordination at Olympic Park

19/02/2009
Mace Sustain's Jonathan Scopes, seconded to CLM Delivery Partner explains how the duties outlined in the Construction (Design and Management) Regulations are met by the various and numerous parties involved in the building work for the London 2012 Olympic and Paralympic Games, in an article published by SHPonline.
"The Olympic Park is the long term urban regeneration of 2.5sqkm, which will also be used for the London Games in 2012. The CDM Coordination of the Olympic Programme is arguably too big for one organisation to resource so many suppliers are being used. The challenge is how to manage this diverse grouping with the aim of producing a uniformly high standard of service in a recognisably coherent fashion and with a common approach. Mace Sustain, part of the Delivery Partner, proposed a ‘CDM Integrator' who has worked with the client and managed the CDM Coordination service providers.
The initiatives include a self assessed balanced scorecard describing how the CDM Coordinator is performing against the Approved Code of Practice and these are audited and monitored; regular meetings with neighbouring CDM Coordinators involving an element of Continuous Professional Development; and Safety Health Environment risk boxes on drawings. By balancing the output measurements (AFR, incidents) with input evaluations and on-line audit reporting, the performance tracking is both proactive and a radical preventative element of the Programme's approach to HS&E management. The rolling 12 month Accident Frequency Rate is about 0.08 which compares to a reported industry average of 1.2, there are 3400 people on site."
